is an investment banker and business consultant. From 1983 to 1988, Mr. Geffrard worked at the leading financial advisory firm in the US for municipalities and public authorities. He was on the team that advised the Southern California Power Authority (SCPPA) on financings for four multi-billion dollar power projects, among other clients of the firm.
In 1989, Mr. Geffrard joined the Dinkins administration as Director of Public Finance for the City of New York with overall responsibility for managing the City’s issuance of debt for all capital programs exceeding $5 billion per year. Mr. Geffrard oversaw the selection and management of the investment banking teams and interfaced with the rating agencies, and with the institutional investors that were large purchasers of bonds. He also was part of the team that reviewed the City’s budget with the various outside fiscal monitors of the City. In 1993, Mr. Geffrard became the First Deputy Comptroller where he had oversight over the City’s five pension systems as well as oversight on behalf of the Comptroller of the City’s budget and debt issuances.
Mr. Geffrard left City government in the beginning of 1995 and started LIATI Group, LLC. The firm develops customized financial solutions for clients that include public authorities, project financings, private equity, and venture capital clients. The firm has a special expertise in infrastructure financing and project finance. In 2014, Mr. Geffrard also created LGR Group, LLC to be a vehicle for government based consulting contracts.
Mr. Geffrard graduated from Yale University in 1974 with a BA in History. He received his JD from Columbia University School of Law in 1978 and an MBA from Columbia University Graduate School of Business in 1980
